Experience
Steven Meltzer serves as Counsel at Franklin & Prokopik, bringing more than 35 years of experience representing employers and insurers before the Maryland Workers’ Compensation Commission, as well as the Maryland Circuit and Appellate Courts. His practice is defined by deep subject matter expertise, strategic litigation judgment, and a long-standing commitment to efficient, results-oriented advocacy.
For the past 30 years, Steven served as Senior Trial Attorney for Zurich American Insurance Company, where he handled complex workers’ compensation matters, high-exposure claims, and appellate issues. His work included advising claims professionals, coordinating litigation strategy, and representing Zurich’s insureds across Maryland.
Prior to his tenure at Zurich, Steven was an associate at Smith, Somerville & Case, where he practiced in the firm’s Workers’ Compensation section and developed the foundation of his long-standing career in employer and insurer defense.
Steven’s decades of experience give him a unique perspective on risk, exposure, and claims strategy, allowing him to provide clients with clear, actionable guidance grounded in both legal and operational realities.
Activities
Steven lives in Baltimore County with his wife, Suzy. He has two grown children and enjoys staying active in the legal community and mentoring younger practitioners.
