David A. Skomba is a founding principal of the law firm of Franklin & Prokopik where his practice emphasizes civil trial and appellate work, including insurance coverage matters and tort defense, especially in motor carrier and trucking cases.
Bar Admissions
Mr. Skomba is admitted to practice before the Maryland Bar, the Bars of the Supreme Court of the United States, the United States Court of Appeals for the Fourth Circuit and the United States District Court for the District of Maryland. He has been admitted pro hac vice in a number of jurisdictions at the request of clients to serve as lead counsel in various litigation.
Education
Mr. Skomba received his BSFS degree in 1983 from the School of Foreign Service at Georgetown University where he received the School’s Award for Excellence in International Law. He received his JD degree in 1986 from the Seton Hall University School of Law where he served as a teaching assistant to Professor Joseph M. Lynch in the areas of Constitutional Law and Civil Procedure.

Mr. Skomba is a member of the American Bar Association, the Maryland State Bar Association, Maryland Defense Counsel, Inc., and the Defense Research Institute.
