Areas of Practice
Prior to joining Franklin & Prokopik, Tom served for over two years as a Judicial Law Clerk for The Honorable Kevin F. Arthur of the Court of Specials of Maryland. Tom also worked at the U.S. Department of Justice Civil Rights Division, where he researched federal discrimination law and drafted final agency decisions resolving employment discrimination complaints.
During law school, Tom completed full-time judicial externships for Judge Susan Illston of the Northern District of California and for Judge Gail Dekreon of the Superior Court of California. Tom was a member and Problem Writer on the UC Davis School of Law Moot Court Board, and he also acted as a Staff Editor for the law school’s Journal of International Law & Policy. Tom gained litigation experience as a summer intern for Disability Rights Advocates in the Bay Area, and Tom earned invaluable client-advocacy experience during two semesters as a Student Advocate in the law school’s nationally-recognized Immigration Law Clinic.

Tom is a member of the Maryland State Bar Association and the Baltimore City Bar Association. In his free time, Tom enjoys reading, cycling, and traveling.
